We have completely revised OEAP National Guidance document 3.2g Vetting and DBS Checks, giving more context to the need to make vetting checks beyond the legal requirements, and to why a provider might not be in a position to obtain checks on some staff.

We have also amended 4.3e Safeguarding as a result.

Employer Systems and Requirements Good practice Legal Framework Roles and responsibilities

We have revised OEAP National Guidance documents 3.1a Requirements & Recommendations for Employers and 3.4f Member of a Management Board or Governing Body to ensure that they are clear about the responsibilities of governors and others who might be in controlling positions in employer organisations.

The roles that the guidance applies to include Chief Executive; Chair; Company Secretary; Director; Councillor; Trustee; Governor; Proprietor and Owner, in organisations such as local authorities; academies and multi-academy trusts; voluntary-aided and foundation schools; independent schools and charities.

Corporate Parenting

Employer Systems and Requirements Legal Framework

A new National Guidance document has been published: 3.1c “Corporate Parenting”.  This document provides guidance to Local Authorities about their role as Corporate Parents in relation to to outdoor learning, off-site visits and Learning Outside the Classroom.  It discusses the need to achieve the right balance between safeguarding and the encouragement of opportunities for Looked-After Children, by ensuring that appropriate systems and advice are in place for different settings.  It also highlights other relevant National Guidance documents.
